I dont disagree with you on some of that.
But im not saying item bases, Im saying balanced with items and skills. Its almost balanced, but not quite.
I think lvl 20 is way low, 40 would be better. You hit 20 way too quick

You're supposed to hit 20 by the time you reach ascension, though. That's the whole point, the first objective. Then you can cast aside the silliness of worrying about levels and focus on building your character. (There is a difference... )
Items are balanced with items, skills with skills. To me, so far at least, this seems to be how it should be. Step back a moment, look at the game again from that perspective... it works! Quite well.

Hard to implant? Not at all. Effective? Not likely. When I played Ragnarok Online, I hunted for the best cards and weapons not to be better in PvE, but to own in PvP and guild wars (If you don't play RO, guild wars is an event where guilds try to obtain castles).
If only Guild Wars had actual guild wars, where guilds battle each other to win OWNERSHIP of a building or whatever. Sure, you get favor from the gods, but your guild doesn't actually OWN something special, like a secret castle dungeon, difficult but rewarding quests, or a flag in the town they own with their emblem on it.
THAT would be hard to implement, but it sure would make Guild Wars, well... guild wars.

but items arent supposed to matter, and they should if there gonna be there at all.
And if youre like me, you capped at maguma stade and got bored of not getting higher up.

I notice more and more while GW strives to do away with everything that annoys people about MMOs, the more people miss those things. It's funny to hear things like the quests are too long in a game where folks reach the level cap in a month or two.
